Le r\u00e8glement entrera en vigueur le\u00a031\u00a0octobre\u00a02021. Une p\u00e9riode d\u2019environ six mois entre la publication finale du r\u00e8glement et l\u2019entr\u00e9e en vigueur permettra \u00e0 l\u2019industrie de se familiariser avec les exigences r\u00e9glementaires et d\u2019obtenir les permis n\u00e9cessaires pour tout d\u00e9chet ou mati\u00e8re nouvellement r\u00e9glement\u00e9s.<br><br>Le r\u00e8glement abroge trois r\u00e8glements existants et les remplace par un nouveau titre r\u00e9glementaire, ce qui entra\u00eene une diminution nette de deux titres r\u00e9glementaires. Le r\u00e8glement abrogera, combinera et mettra \u00e0 jour les exigences du R\u00e8glement sur l\u2019exportation et l\u2019importation, du R\u00e8glement sur les mouvements interprovinciaux et du R\u00e8glement sur l\u2019exportation de d\u00e9chets contenant des BPC en un seul titre r\u00e9glementaire.<\/p>\n\n\n\n<p>Les objectifs du r\u00e8glement sont les suivants&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>regrouper et rationaliser les exigences \u00e9nonc\u00e9es dans le R\u00e8glement sur l\u2019exportation et l\u2019importation de d\u00e9chets dangereux et de mati\u00e8res recyclables dangereuses (REIDDMRD), le R\u00e8glement sur les mouvements interprovinciaux et le R\u00e8glement sur l\u2019exportation de d\u00e9chets contenant des BPC, 1996;<\/li><li>offrir la souplesse n\u00e9cessaire pour mettre en \u0153uvre plus efficacement le syst\u00e8me \u00e9lectronique de suivi des mouvements en cours d\u2019\u00e9laboration;<\/li><li>ajuster la port\u00e9e et harmoniser les d\u00e9finitions de d\u00e9chets dangereux et de mati\u00e8res recyclables dangereuses; et<\/li><li>am\u00e9liorer la gestion des permis et leur administration.<\/li><\/ul>\n\n\n\n<p>Il y aura une p\u00e9riode de transition entre le REIDDMRD et les r\u00e8glements qui permettra aux entit\u00e9s r\u00e9glement\u00e9es et aux autres parties int\u00e9ress\u00e9es de se familiariser avec les exigences r\u00e9glementaires, ainsi que de pr\u00e9voir suffisamment de temps pour que les nouveaux r\u00e9glement\u00e9s puissent aviser et obtenir un permis avant l\u2019entr\u00e9e en vigueur du r\u00e8glement. Les d\u00e9tenteurs de permis sont encourag\u00e9s \u00e0 consulter ces renseignements et \u00e0 pr\u00e9voir suffisamment de temps pour traiter les notifications.<\/p>\n\n\n\n<p>En avril 2021, ECCC offrira des webinaires d\u2019information en anglais et en fran\u00e7ais sur les r\u00e8glements.
